Milliman Appleseed now holds regulator-approved filings in 40 U.S. states plus the District of Columbia for the Guidewire HazardHub Fire Suppression Score (FSS) 2.0. Milliman, Inc., the global consulting, technology, and actuarial firm behind Appleseed, announced the milestone on October 13, 2026.
Insurers that subscribe to Milliman Appleseed can build pre-approved loss costs, risk scores, and rating factors directly into their rate submissions. This significantly reduces the time, cost, and effort of the regulatory review process. New subscribers are reported to state regulators on a confidential basis, which protects both privacy and compliance.
Developed with Guidewire, HazardHub FSS 2.0 estimates the expected severity of structure fire damage at the address level. It accounts for factors such as how close a property is to a fire department and how much local firefighting capacity is available. That helps insurers tell apart properties with different levels of fire risk, so underwriting and pricing decisions can be more precise.
Peggy Brinkmann, principal at Milliman and chief operating officer of Milliman Appleseed, said the goal is to streamline how insurers adopt innovative risk solutions and bring new data and scores into their pricing models, particularly as wildfire and other risks evolve. Chris Folkman, Vice President of HazardHub at Guidewire, said that with the score now approved across most of the country, insurers have easy access to a model with strong predictive power for underwriting, pricing, and risk management.
The approval builds on an arrangement announced in 2025, when Guidewire made FSS 2.0 the first risk score offered through a subscription service on Milliman Appleseed. Appleseed is an advisory organization licensed to submit loss costs, rating factors, and risk scores to state insurance regulators across the U.S. It also lets insurtechs with new risk scoring approaches meet regulatory requirements faster and at lower cost.
