Government Support and Incentives


The Russian government funds so that it helps accelerate adoption of electric vehicle (EV) technology with subsidies, tax incentives, and also lower import tariffs on EVs and equipment. In 2021, the Russian government announced plans to allocate USD 10.5 Billion so they could develop hydrogen and electric vehicles through 2030. Russia also seeks to build 73000 charging points in total between now and 2030, including of both 29000 fast chargers, which among other things, lessens the financial burden on end-users and improves the outlook for EV manufacturers to maintain a sustainable ecosystem.

Rise in Domestic Production

In response to this increased demand and decreased reliance on imports, domestic manufacturers are beginning to produce EVs, and the government is subsidizing production costs of up to 25% of a Russian-made EV up to a value of USD 8,570. This policy leads to domestic development of vehicles that can handle Russian conditions, such as cold-weather operation. Partnerships with foreign technology companies have also given Russia access to advanced EV technology. Russia expects to increase production of domestically manufactured autos, and this should benefit it economically plus further its role in the global EV market.

Expansion of Charging Infrastructure

The installation of EV charging points represents an important factor in supporting the growth of EV sales. A joint public and private sector investment program increased the number of charging stations in urban and rural areas. In December 2024, a subsidiary of Rosatom called AtomEnergo LLC opened eight new DC fast charging stations in Kaliningrad. AtomEnergo has ten charging stations throughout Kaliningrad, located on highways, in stores, and in housing estate complexes. More accessible charging stations should relieve range anxiety, thus stimulating EV uptake. Charging infrastructure is expected to expand in order to form a foundation for the Russian EV market going forward.
